On December 30, 2022, the Ministry of Agriculture and Rural Development issued Circular No. 32/2022/TT-BNNPTNT amending and supplementing several circulars concerning the evaluation and certification of production and business establishments for safe agricultural, forestry, and aquatic products within the management scope of the Ministry of Agriculture and Rural Development.

Circular 32/2022/TT-BNNPTNT takes effect from February 15, 2023, amending and supplementing provisions of the following two circulars:

- Circular No. 38/2018/TT-BNNPTNT dated December 25, 2018, of the Minister of Agriculture and Rural Development regulating the evaluation and certification of production and business establishments for safe agricultural, forestry, and aquatic products within the management scope of the Ministry of Agriculture and Rural Development.

- Circular No. 48/2013/TT-BNNPTNT dated November 12, 2013, of the Minister of Agriculture and Rural Development regulating the inspection and certification of safety for exported aquatic products.

Accordingly, Circular No. 48/2013/TT-BNNPTNT introduces several new changes that should be noted:

- Changes in certain provisions regarding the conditions for inclusion and removal from the priority list of establishments; list of markets subject to inspection as regulated.

- Changes in provisions regarding the effectiveness assessment of controlling food safety risks.

- Changes in provisions regarding the timeframes, application forms for certificate issuance registration, registration evaluation for certificates, for batches within and outside the priority list.

- Changes in provisions regarding certificates, timeframe for submitting certificate draft, regulations on re-issuance of certificates, and other changes.
